Endel Siff - Business Development Europe and Russia, is an entrepreneur from Tallinn, Estonia. He was one of the visionaries who after the collapse of the Soviet Union saw the potential and capitalized one of Estonia's main strategic resources – its geographical position, by establishing the oil transit terminal - Pakterminal as a joint venture between the Dutch Royal Vopak and N-Terminal Group Ltd. in June 1992. The venture enabled him to utilize his entrepreneurial spirit, expertise and extensive contacts that he had gained in his previous post as an executive engineer in charge of exports at the USSR Foreign trade organization ESTIMPEX. The first stage of the terminal became operational within six months, processing fuel oil transported from Russian refineries by rail to Estonia and then shipped to international markets. The venture soon grew into the country's most profitable companies as well as the leading oil transit enterprise in the whole Baltic Sea region. At the end of 2007, Vopak acquired the remaining 50% shareholding from Mr. Siff and his partners and by today has in replacement established a new joint-venture called Vopak E.O.S. with Russia's leading transport infrastructure group N-Trans (formerly Severstaltrans). In 1995, the success model of Pakterminal was repeated by Mr. Siff and his partners in the holding company N-Terminal Group Ltd. by acquiring a former soviet military base near the port of Miiduranna, on the south coast of the Gulf of Finland and reconstructing it into a modern and well-maintained Milstrand oil terminal for transit transshipment of light oil products. Today, as Estonia's transit trade continues to experience the negative aftermath of Russia's economical and political injunctions established in spring 2007, farsighted Mr. Siff is investigating the alternative of once again changing the site's purpose and turning the oil terminal into an elaborate multifunctional shopping and recreation center, thus providing a long awaited solution to the ever-increasing demand of the residents of the vast developing middle-class suburb surrounding the terminal. Throughout the years N-Terminal Group Ltd., nowadays controlled by Mr. Siff, continued to extend the range and synergy of its business ventures through subsidiaries operating in the various fields of bunkering services, shipping and freight management, warehousing and customs brokering as well as surveillance and security services. Mr. Siff is also the sole owner of the Tallinn Bekker Port, a small port with great potential providing all necessary port and stevedoring services to cargo owners, forwarders, ship-owners, agency companies etc. Throughout the years Mr. Siff has become one of Estonia's top business tycoons and reputable opinion leaders. His know-how and contribution has been valued and utilized by many non-profit organizations such as the Estonian Chamber of Commerce and Trade, the Estonian right-conservative political party Pro Partia, Estonian Transit Association and Estonian Tennis Association. Since 1998 until its acquisition by Swedbank in 2005, Mr. Siff acted as a Member of the Supervisory Board and notable shareholder of AS Hansabank – the leading bank in the Baltic States.

Progressing with the global change in economic dynamics, Mr. Siff has turned his focus to less resource dependent and more service oriented and high-tech undertakings. Always seeking new challenges and being inventive, he has tried his hand in the media and publishing sectors as well as ventured into telecommunication services. His private holding company Primos Ltd. today manages investments in business consultancy and IT services (www.aspit.com), property development, air charter services and various inventive and revolutionary high-tech endeavors such as Laser Diagnostic Instruments (developer of cutting-edge laser-based and fluorescence analysis technology and applications), Nartest Technologies (developer and manufacturer of the state-of-the-art NARTEST drug detection system and supporting technology), LDIAMON (sensors and laser technology applications for hemodialysis machines) and Genestho (developer and manufacturer of laser optical medical instruments).
